Grant management software.
A 2026 buyer's guide for funders and nonprofits

Grant management software compared for funders and nonprofits: Fluxx, Submittable, Foundant, SmartSimple, Instrumentl, Zoho. Costs, timelines, buy vs build.

Part of the Fundraising, grants & finance series

The direct answer

Grant management software keeps one record of a grant from first application or proposal through agreement, payments, reporting and close-out, so nobody has to rebuild the story from email and spreadsheets. It comes in two different kinds. Grantmaking systems help funders (foundations, CSR teams, re-granting intermediaries) run intake, review, disbursement and grantee reporting. Grant tracking systems help nonprofits that receive grants manage budgets, deadlines, compliance and reports to many funders.

01 · Overview

At a glance

Work out which side you are on first. Then decide whether to buy a specialist product, configure a platform you already use, or build. This guide covers all three, with 2026 prices where vendors publish them and independent estimates where they don't.

Key takeaways
  • Two markets, one name. Fluxx, Submittable, SmartSimple, Foundant and Blackbaud Grantmaking are built mainly for funders. Instrumentl and similar tools are built for grant seekers. Check which side a product serves before you book a demo.
    • Price spans two orders of magnitude. Published or estimated subscriptions run from about US$3,600 a year (Instrumentl's entry plan) to US$300,000+ a year (Fluxx for the largest foundations), before implementation.
    • Most funders buy. In the Technology Association of Grantmakers' 2024 survey of 355 foundations, only 3% used a custom grants management system.
    • Configure when your process is distinctive (staged or outcome-linked funding, CSR across several companies, India-specific compliance) or when you already run Zoho or Salesforce.
    • The handoff to accounting decides whether the system is trusted. Plan it before you choose.
    • Demo with one of your real grants, not the vendor's sample data. Not sure which path fits? Take the 2-minute check below.

02 · Which side of the grant are you on

Which side of the grant are you on?

Most search results mix the two markets, which is why so many shortlists go wrong. A foundation and the nonprofit it funds both "manage grants", but they need almost opposite things.

Grantmaker path (you give money) Grantee path (you receive money)
Who Foundations, CSR teams, company foundations, pooled funds, re-granting intermediaries Nonprofits with several restricted grants, often from different funders
Starts with An open call or invitation A prospect, a proposal or an award letter
Core job Decide fairly, pay against conditions, see the portfolio Deliver against each grant's budget and obligations, report on time
Typical tools Fluxx, Submittable, SmartSimple, Foundant, Blackbaud Grantmaking, Bonterra Instrumentl (prospecting and pipeline), CRM plus accounting, configured platforms
What breaks first Reviewer chaos, payments released before conditions are met "Closed-won is where the spreadsheet begins": the award leaves fundraising and nobody owns the reporting calendar

Some organisations sit on both sides: an Indian nonprofit that receives CSR money and re-grants to community partners. That case almost always needs a configured system, because few products handle both directions in one record.

On the grantee side, the pre-award work (donors, prospects, proposals) usually lives in a CRM; our comparison of the best CRMs for nonprofits covers that choice.

03 · What grant management software does

What grant management software does

For grantmakers

A grantmaking system should cover six stages. These map to the funder lifecycle on our philanthropy and foundations page:

  1. Source and select. Applications with save-and-return, eligibility screening, reviewer assignment, conflict-of-interest declarations and scoring.
  2. Due diligence. Checks matched to grant size: a ₹5 lakh grant to a known partner should not trigger the checklist for a ₹2 crore first-time grant.
  3. Agree and disburse. Conditions and tranche schedules, with payments blocked until conditions are met.
  4. Monitor and support. Milestones and indicators, with reported results kept apart from verified results.
  5. Learn across the portfolio. Funding and outcomes by theme, geography and strategy.
  6. Renew or exit. Closeout, utilisation and a renewal decision made by a person.

A grantee portal sits across stages 1, 4 and 6, and it is where reporting burden lands: the Center for Effective Philanthropy puts it at about 8 hours a year for a typical grant.

For nonprofits receiving grants

On the grantee side, the job changes once the award arrives:

  • One grant record per award: funder, amount, period, restrictions and the accountable owner.
  • Budget lines with revisions, so "revision 2, approved 14 August" is a fact in the system, not a file name.
  • Actuals by grant, pulled from accounting using a shared grant code.
  • A reporting calendar with owners and reminders.
  • A document store for agreements, utilisation certificates and FCRA paperwork.
  • One dataset, many report formats. Three CSR funders will ask for the same enrolment numbers three different ways.

Prospecting tools such as Instrumentl handle the stage before the award, not restricted funds after the money lands. If you already run Zoho, our grant workflow on Zoho One build spec shows the grantee side end to end.

Prices below are what vendors publish, or what independent sources estimate where vendors only quote. The Tech Impact estimates come from the Grants Management Systems Guide, funded by TAG, PEAK Grantmaking, Grantbook and Tech Impact. They were last updated in July 2024, so treat them as a floor.

Tool Side Best fit Price signal (USD per year unless stated) Implementation Worth knowing
Fluxx Grantmaker Funder Mid-size to large foundations Small foundations est. $13,500–$35,500; mid-size $36,500–$267,000; large $300,000+ (Tech Impact, 2024) Onboarding from $10,000; Quick Start 4–6 weeks Finance integrations, multi-currency and SSO cost extra
Submittable Funder / CSR Open calls, CSR, high application volumes Custom quote; no published price or free trial (Capterra, 2026) Vendor-led Separate CSR and grant packages
SmartSimple Cloud Funder Complex or unusual workflows, including government Small est. $6,000–$50,000; mid-size $50,000–$200,000; large $200,000+ (Tech Impact, 2024) Priced by complexity "No out-of-the-box grants management option": you are configuring a platform
Foundant GLM (marketed as Foundant for Grantmakers) Funder Small and mid-size foundations with a standard workflow Listed at $9,900 (Standard) and $13,900 (Advanced) (Capterra, 2026); vendor told Tech Impact $4,250–$9,500 in 2024 Separate fee Top support ratings in the Tech Impact survey; limited workflow flexibility
Blackbaud Grantmaking Funder Grantmakers already on Blackbaud Small from $4,995; mid-size from $17,295; large custom (Tech Impact, 2024) Set hours included No pre-built accounting integrations listed; reviewer portal is an add-on
Bonterra Grants Management (CyberGrants lineage) Funder / CSR Large corporate foundations Custom; not published Marketed as 2–4 months (Plinth, 2026, a competing vendor) Separate product for smaller funders
Instrumentl Grantee Nonprofits finding and tracking opportunities $299, $499 or $999 a month billed annually ($3,588–$11,988 a year); Enterprise custom (instrumentl.com, checked Nov 2026) Self-serve, 14-day trial Pre-award only; not a restricted-budget tool
Zoho Creator (configured) Either, or both Distinctive workflows, India compliance, existing Zoho stack Licences $8, $20 or $25 per user a month billed annually (zoho.com), plus portal users and partner implementation 3–4 months for most EdZola builds You own the data model and the design decisions

Two other names appear in almost every funder conversation. Salesforce-based grantmaking and GivingData were, with Fluxx and Foundant, the most used systems among the 355 foundations in TAG's 2024 State of Philanthropy Tech survey.

05 · Decide

Decide: buy, configure or build

These are three different bets, not three price points.

Buy a specialist product when your process looks like most funders': open call, review, award, report. A vendor carries security and upgrades. The trade-off is that you adopt the product's model.

Configure a platform (Zoho Creator, Zoho CRM, Salesforce) when your workflow is distinctive, when grants must connect to programme data and accounting you already run, or when local compliance isn't covered by US-built products. The trade-off: someone has to make design decisions.

Build from code only with an in-house engineering team, a long horizon and needs no platform meets. TAG found custom systems at 3% of foundations in 2024.

A small funder on a specialist product typically pays US$5,000–$35,000 a year before implementation; a configured platform's licences cost less, but design and admin effort move to you. Products go live in 4 weeks to 4 months; most systems we configure launch in 3–4 months.

06 · Connecting grants to accounting

Connecting grants to accounting

A grant system that doesn't agree with the books will be ignored by finance within a quarter. The minimum design:

  • One grant ID used by the CRM, the grant system and the accounting system.
  • Budget lives in the grant system; actuals come from accounting. Data flows one way for each field, and you write down which way.
  • A budget-versus-actual view per grant, refreshed on a schedule finance agrees to.
  • Exceptions, not totals: show the expense with no grant code, the tranche received but not allocated.

Check this hard in demos. Our grant-to-accounting integration field guide covers the design patterns in full, including chart of accounts mapping for grant integrations and, for US organisations, conditional versus unconditional grants under ASU 2018-08. Scholarship programmes add a disbursement step to the same pattern (scholarship management software). For Indian nonprofits on Zoho Books, FundZola handles donations, 80G receipts and fund utilisation reports from the accounting side.

07 · India

India: CSR grants, utilisation certificates and FCRA

US-built grantmaking products rarely know Indian CSR rules. A CSR grant system needs partners' CSR-1 registration numbers, Schedule VII tags, project-wise spend that matches the company's Form CSR-2 filing, unspent-amount tracking, utilisation certificates as a tranche gate, and FCRA funds kept separate. Our technology for CSR teams guide covers the April-to-March calendar.

Region notes. US private foundations should ask vendors to show expenditure-responsibility tracking for grants to non-public charities; UK funders, Charity Commission checks and 360Giving publishing.

08 · What we've learned building grant and scholarshi

What we've learned building grant and scholarship systems

Most of our grants work starts with someone's tracker: a sheet per funder, a colour code only one person understands. Two lessons repeat.

Dashboard definitions need owners. A scholarship programme we built on Zoho CRM for a giving alliance had to separate first-time awardees from renewal awardees in its counts. Both numbers were "right"; they answered different questions. Write down every headline metric's definition before you build the dashboard.

AI drafts need reviewable sources. When we built a proposal-drafting assistant for a livelihoods trust, the most useful feedback was a request for the source content in an editable document, so staff could correct it. Our DozAI work on grantee milestone evidence follows the same rule: the agent prepares a review-ready packet, and a person decides.

Demo with your own grant." Before any vendor demo, send them one real (anonymised) grant: the application, the agreement with its conditions, the tranche schedule, one budget revision and one report. Ask them to show it moving through their system live. Products that look identical on a feature list separate quickly on a real grant.

09 · How to choose

How to choose: a seven-step process

  1. Name your side and your hardest workflows. "Staged payments tied to verified milestones" is a requirement. "Reporting" isn't.
  2. Map one grant end to end as it runs today. This is the first stage of our ImpactOS method, and you can do it without us. If grants feed programme data, read it alongside our guide to a nonprofit MIS.
  3. Build a Must/Should/Could list. Use the checklist generator above, or download the template below.
  4. Shortlist across paths: at least one product and one configured option.
  5. Run scripted demos with your real grant, and score every vendor against the same list.
  6. Check exit terms and data protection. Can you export everything, including audit history? Indian organisations should run the shortlist against our DPDP Rules 2025 compliance checklist.
  7. Talk to two current customers your size who went live recently.

10 · Common questions

Frequently asked questions

What is grant management software?

A system that tracks a grant through its whole life: application or proposal, review, agreement, payments, reporting and close-out. Funders use grantmaking versions to run calls, reviews and disbursements; nonprofits use grant tracking versions to manage budgets, deadlines and reports.

What is the difference between grant management software for funders and for nonprofits?

Funder systems (Fluxx, Submittable, SmartSimple, Foundant, Blackbaud Grantmaking) centre on applicants, reviewers, decisions and tranche payments. Nonprofit-side tools centre on prospecting (Instrumentl) or on managing awarded grants against budgets and reporting calendars, often a configured CRM linked to accounting.

How much does grant management software cost?

Published and independently estimated prices range from about US$3,600 a year for an entry grant-seeking plan to US$300,000+ a year for the largest foundations on enterprise grantmaking platforms. Small foundations typically pay US$5,000–$35,000 a year before implementation. Configured platforms cost less in licences but need design effort.

Is there free grant management software for nonprofits?

Few serious options are free. Most offer trials (Instrumentl offers 14 days) and some platforms offer nonprofit pricing. Under about 25 grants, a grant register, a shared reporting calendar and grant codes in your accounting system are a sound free start.

How long does it take to implement grant management software?

Standard setups of specialist products take about 4–6 weeks to 2–4 months. Configured systems usually take 3–4 months, including diagnosis, staged builds and post-launch support. Migrating past grants is the step most likely to slip.

Can Zoho Creator be used for grant management?

Yes. Zoho Creator can hold applicants, multi-stage review, agreements, tranches and reporting calendars, with an external portal and links to Zoho CRM and Zoho Books. It suits distinctive workflows or India-specific compliance; for a standard cycle with no integrations, a specialist product may be faster.

Does grant management software handle CSR compliance in India?

Most US-built products don't cover CSR-1 registration numbers, Schedule VII tagging, utilisation certificates, unspent amounts or CSR-2 reporting out of the box. Configure these or choose a system built for Indian CSR, and confirm current rules with your company secretary or auditor.

Bring us one grant

If you've read this far, you probably have one grant that shows everything wrong with the current setup: the tranche that was released early, the report rebuilt from five spreadsheets, the renewal nobody saw coming. Bring that one. In a free 30-minute walkthrough we'll trace it through your process, tell you plainly whether you should buy a product, configure what you have or wait, and, if a product is the better fit, tell you which kind.
